In accordance with adaptive programming, KDP delivers MEL systems that utilise outcome mapping principles. Instead of relying upon fixed results frameworks, we promote the development and use of indicators of success driven by achievement of projected results that are frequently reviewed. Partners in each topical intervention are encouraged continuously to scrutinise their plans and, on the basis of learning and/or changes in circumstances, alter their strategies and expected outcomes.

 

This is OK so long as the reasons for making such changes are explained and justified. If a programme comprises a number of different interventions, then these flexible outcome maps are accompanied by assessments that compare the costs and expected deliverables across different interventions.

 

This way it is possible to devote extra resources, shifting them rapidly, to those that are proving to be successful, while reducing effort through those which are not, thus promoting effectiveness, targeting and value for money. When outcomes are achieved, the series of reports on strategic direction changes provide evidence of contribution to the results.

 

They also track what was learned, and how actions responded to that learning. KDP assists clients to develop outcome maps, scoring criteria, and the composition of stories that describe contribution and learning.
